Saturday a neighbour is warned that if it lets goods through for China it will be eaten alive, and that same evening the missing state money is called a cover-up in capital letters. Monday he sends his border chief north overnight, tough but fair, reporting directly to him. And Monday noon the governor he has spent three weeks describing as useless picks up the telephone and asks to work together, and he writes that they seemed to be on a similar wavelength.
