His war cry is absolute — without steel there is no country — and the doctrine is thumbed out in a single morning line: trade wars are good, and easy to win. Allies reach for the phones. Between the salvos comes a solemn hour, the evangelist lying in state beneath the Capitol dome, honored as almost no private citizen before him.
