The second storm. The dreamers' shield is given six months to live and the burden hurled at the lawmakers' marble steps — then the sky sends Irma, the strongest open-Atlantic storm ever recorded, before Harvey's water has even drained. The coast guard hangs from the clouds on steel threads. And on the last day, sixteen years on, two towers of light stand where the towers stood, and for one night even the feed goes quiet.
